Preparation for Mass Updates Effective July 1, 2025

Action Required: Share the following information with all human resources (HR) office employees.

Description: In preparation for mass updates for bargaining contract implementation, please minimize manual keying of transactions by doing the following: 

  • Avoid keying non-critical Employment History/appointment-related transactions effective July 2, 2025, or later to minimize out-of-sequence transactions
  • Do not key 350 transactions with a July 1, 2025, effective date to ensure the mass update of applicable Personal Leave Program (PLP) transactions is successful
  • The State Controller’s Office will release Personnel Letters with specific information as contract implementation for specific bargaining units is authorized

ConnectHR Dropdown Menu Update

Action Required: Share the following information with all human resources (HR) office employees.

Description: Effective immediately, the State Controller's Office (SCO), Personnel and Payroll Operations Bureau (PPOB) Civil Service (CS) Payroll Unit added the following workload description to the ConnectHR dropdown menu.

  • CS Payroll - STD. 674AR Separated Employee

Human Resources (HR) offices may upload a STD. 674 A/R form to expedite establishing accounts receivables (A/Rs) for payment types 0/3/4 and 5 ONLY, and employment history (PIMS) must reflect a permanent separation code. 

Please see the following reminders for HR Offices:

  • The State Controller’s Office recommends canceling direct deposits for all separated employees. This action will enable the agency’s ability to collect any outstanding overpayments from the employee’s final pay warrant and apply the monies towards outstanding A/R balances.
  • For assistance with A/R collections for separated employees please refer to the State Administrative Manual - Section 8293 for detailed information.
  • The CS Payroll Unit does not process STD. 674 A/R forms if the employee is on State Disability Insurance, Non-Industrial Disability Insurance, Paid Family Leave, Enhanced Non-Industrial Disability Insurance, or Industrial Disability Leave during a pay period. In such cases, it is necessary to upload the STD. 674 forms for payments, adjustment, and A/Rs to the Disability Unit.
  • An A/R cannot be collected while an employee is on leave of absence. You must wait until the employee returns from the temporary separation to collect outstanding A/Rs. Please review the Memorandum of Understanding for detailed information.
