Information for Employees Affected by the California Wildfires

Action Required by Department: Share the following information with employees affected by the California wildfires. 

Description: See below useful information for employees affected by the California wildfires.

Direct Deposit

Encourage each employee who does not already have wages directly deposited into their bank account to complete the Direct Deposit Enrollment Authorization Form STD 699, write “Wildfire” at the top of the form, and submit it to their Human Resources (HR) Office. 

To ensure priority processing, the HR Office should email the form to the State Controller's Office (SCO) at PPSDTempOps@sco.ca.gov.  However, agencies on ConnectHR with file upload capability should follow ConnectHR procedures. For more information, contact the SCO Personnel and Payroll Services Division (PPSD) Direct Deposit Team at ppsddirectdeposit@sco.ca.gov or phone (916) 372-7200, option 1.  

Reminder: SCO does not impose restrictions on leave balances or time worked in order to qualify for direct deposit.

Copies of Warrants and W-2s

As employees relocate, they may need quick access to duplicate paystubs and Form W2s.  Please encourage employees to register for Cal Employee Connect (CEC). CEC will give them quick access to view and print warrants and Form W2s.

Request For Duplicate Controller’s Warrant/Stop Payment

If an employee’s State of California warrant was lost, destroyed, or never received, departments/campuses can submit the Request for Duplicate Controller’s Warrant/Stop Payment STD 435 form to SCO.  To expedite handling of the STD 435, HR staff must write “Wildfire” at the top of the STD 435 and email the form to DISBSTD435Covid19@sco.ca.gov.  Agencies can call (916) 445-7789 for warrant inquiry questions.

Resumption of Employee Share Contributions for Other Post-Employment Benefits and Increase in Contribution Rates Effective July 1, 2021

Action Required by Department: Share the following information with all human resources (HR) office employees.

Description:  Effective July 1, 2021, the employee share portion for Other Post-Employment Benefits (OPEB) Retiree Health contribution will resume for Bargaining Unit (BU) 01, BU02, BU03, BU04, BU06, BU07, BU08, BU09, BU10, BU11, BU12, BU13, BU14, BU15, BU16, BU17, BU18, BU19, BU20, and BU21; the OPEB contribution for BU05 will change from a percentage of base pay to a percentage of pensionable compensation. In accordance with the CalHR directive, the employee share OPEB Retiree Health contribution will resume for eligible employees in Excluded or Exempt positions not tied to a specific BU.

Additionally, OPEB prefunding contribution rates are modified for BU05, BU10, BU12, and BU18 effective July 1, 2021.

The first deduction with OPEB employee share contribution will be based on payments issued for the June pay period and will be withheld from the July 2021 pay period.

Note for BU05: Employee and Employer OPEB contribution shares for BU05 will resume on July 1, 2021.

The Payroll Procedures Manual (PPM) Section B will be updated to reflect the new deduction-organization code.

 

CalHR policy for specific information regarding eligibility and policy details will be revised at a later date.

 

For specific information regarding contribution rates for BUs, please refer to the Memoranda of Understanding.

 

Information regarding contribution rates for Excluded or Exempt positions not tied to a specific BU, will be published by the CalHR at a later date.
