December 2021 Pay Period - State Contributions for DeltaCare and Premier Access Dental Benefits Programs

Action Required by Department: Share the following information with all Civil Service human resources (HR) office employees.

Date Incident Identified: December 23, 2021

Description: The Uniform State Payroll System (USPS) was not modified to reflect a 2022 State Share rate reduction for DeltaCare and Premier Access Dental, deduction codes 100-009/351-009 and 100-020/351-020, prior to December 2021 monthly payroll being processed. 

There is no impact to the employee’s share. 

Only those employees who have Consolidated Benefits (CoBen) benefits for the December 2021 pay period, and have either DeltaCare or Premier Access Dental, will be impacted when the benefit rate is corrected.

The Personnel and Payroll Services Division will process refunds in the January 2022 pay period, reflected on the February 1, 2022 pay check, for employees needing CoBen adjustments.  Non-CoBen employees will see the adjustment to only their State Share in the January 2022 pay period, reflected on their February 1, 2022 paycheck.

Departmental Accounting Offices will see this reflected in their January 2022 Payroll Revolving Fund Transfer Notice, SM 62. 

Population Affected: 21,928 Civil Service employees will have an adjustment to only their State Share when the issue is resolved.  Of those, 3,469 CoBen employees will see a difference in their pay upon resolution.

Status update: Retroactive mass adjustments were successfully applied to the 01/2022 monthly payroll with issue date 02/01/2022.  However, approximately 170 records require the Personnel and Payroll Operations Bureau staff to manually review and process the retroactive adjustments.
