Scope of Position:
With direction provided by a Staff Services Manager I in the Consumer Services Bureau, Claims Support Unit of the Unclaimed Property Division (UPD) of the State Controller's Office, the incumbent performs complex analytical duties, acts as a lead on projects, and provides consultative services related to the Unclaimed Property Program.  The incumbent also prepares complex information used in the development, implementation, and monitoring of program operations, as well as assists staff in analyzing and evaluating the most complex claims for unclaimed property and estates submitted to the Bureau.  Claims for property, which are submitted by both the private and public sectors include: Cash, Securities, and Safe Deposit Box Contents. This is the full journey level analyst.  Duties include but are not limited to the following:

Duties and Responsibilities:
(Candidates must perform the following functions with or without reasonable accommodations.)

  • Prepare analyses, draft and finalize legal requests from the Bureau to the State Controller’s Legal Office, and respond to questions and opinions back from the Legal Office. as evidence in proving entitlement to unclaimed property.
  • Provide sensitive and detailed program information to departmental officials, employees, and claimants regarding the Unclaimed Property Program, procedures, and policies. Provide guidance to the public, Corporate Executives, Public Administrators, and Investigators to resolve difficult problems.
  • Investigate and audit internal processes and suspicious claims, reports, and other referrals related to unclaimed property to determine if claims are fraudulent or if processes can lead to fraudulent activities. Analyze trends and make recommendations to upper management to revise policies, procedures, and processes related to the detection and prevention of fraudulent claims payment and internal processes. Develop strategies for detecting high-dollar fraud such as Heir or Business claims. 
  • Act as Lead over unit’s staff of Staff Services Analysts.  Review Legal referrals and provide direction to the staff on changes. Provide direction to staff when they have questions regarding informal appeals.  Ensure that the tasks assigned to them are submitted timely and meet the deadlines.  Provide support and assist in complex referrals that take additional research.  Provide timely feedback on assignments and give direction on best practices. 
  • Work on special projects that include testing the UPS2000 system and writing reports for statistical analysis. Prepare project management tracking spreadsheets and Issue papers. Run designated system reports and provide data to management. Represent the Bureau while on teams and in work groups, that have divisional, departmental, and/or statewide impact on the Unclaimed Property Program. Work on the most complex and/or sensitive projects that have a direct impact on the efficiency and/or effectiveness of the Bureau.
  • Resolve claimant issues elevated by unit staff. Resolve issues involving Duplicate Payments, Redeposits, and Replacement Payments. Work with staff in other Divisional Units. Process other property and claim types as needed. Assist claimants with their claims at the public counter. Other duties as assigned.

Required Hours: 
Monday – Friday, 8:00 a.m. – 5:00 p.m.

  • Proficient typing and word processing.  Strong experience with MS Office Suite (Outlook, Word, Access), with moderate to advanced experience in Microsoft Excel.
  • Ability to work quickly and accurately under pressure.
