Scope of Position:

Under close supervision provided by a Financial Accountant II, the Accountant Trainee utilizes knowledge of the State of California laws, fiscal accounting rules and regulations contained in the State Administrative Manual, the Uniform Codes Manual, governmental accounting principles, and procedure prescribed by the State Controller’s Office (SCO). The incumbent, operating at the entry and trainee level, performs professional accounting work in the establishment and maintenance of accounts and records while receiving training and develops interpersonal skills by contact with internal and external business partners. 

Duties and Responsibilities:
(Candidates must perform the following functions with or without reasonable accommodations.)

  • Review financial transactions to determine proper accounting treatment, legality, sufficient cash, availability of appropriation and bond fund transactions requiring the preparation of cash transfer documents.
  • Perform analysis of the daily batch control reports to identify transactions in error suspense, non-sufficient funds, and proper posting to the State’s Central Control Accounting System.
  • Research and respond to departmental requests regarding journal entry postings.
  • Communicate effectively with external business partners to resolve posting errors and non-sufficient funds in a timely manner and provide follow-up when needed.
  • Communicate internally with internal business partners for bond transactions requiring cash transfer letters.
  • Review batch transaction request prior to submission to key entry.
  • Maintain and scan supporting documentation attached to transaction request and executive orders to a shared drive accessed by internal users.  
  • Organize, file, and maintain statewide transaction requests and journal entries in accordance with proper archiving guidelines.
  • Retrieve and disburse daily reports generated from the State’s Central Control Accounting System to internal business partners and recycle reports at month end.
  • Provide daily expenditure reports to external business partners through the interagency mail service.

Desirable Qualifications:

  • Knowledge of accounting principles and procedures.
  • Knowledge of PeopleSoft.
  • Ability to analyze data, draw sound conclusions, and make recommendations.
  • Ability to organize and establish workload priorities, work well under pressure, and exercise initiative and flexibility.
  • Ability to multi-task.
  • Excellent communication skills.
  • Ability to work effectively both independently and cooperatively with others.
  • Ability to interpret and apply laws, rules, standards, and procedures.
  • Knowledge and experience with personal computers and Microsoft Office.
  • Self-motivated, dependable, and a positive attitude.
  • Degree in Business Administration with a concentration in Accounting.
