Scope of Position:

Under the general supervision of a Financial Accountant II or Financial Accountant III, in a learning capacity, the incumbent will perform professional accounting and analytical duties necessary to publish the State of California’s financial statements and prepare various financial reports published by the State Controller’s Office (SCO). The incumbent will work as part of a team to analyze, interpret, reconcile, and consolidate financial reports submitted by state agencies to prepare financial publications issued by SCO. The incumbent will apply generally accepted accounting principles (GAAP), procedures, and practices; governmental accounting procedures; the laws of the State of California; and the fiscal accounting rules and regulations contained within the State Administrative Manual. The incumbent, operating as a trainee, with a progression of independence over time, learns and performs the full range of duties including, but not limited to the following duties and responsibilities.

Duties and Responsibilities:

  • Review and analyze state agency financial reports to ensure accuracy of data and information is reported according to accepted accounting practices.
  • Consolidate and present information in financial reports and analyze for conformance with GAAP and budgetary/legal basis requirements.
  • Compare agency reports with prior year’s reports and research differences.
  • Review, reconcile, and verify the accuracy of transactions, accounts, records, and statements; Create correcting documents or communicate with state agencies to correct errors, resolve specific accounting issues, and reconcile differences.
  • ]Using information provided by state government agencies to compile information for fund reconciliations and participate in the preparation and publication of the state’s financial reports for the Budgetary/Legal Basis Annual Report, Annual Comprehensive Financial Report, and other financial reports.
  • Prepare and update written procedures.
  • Participate in team discussions and training activities, and become adept at identifying agencies and funds that meet all financial reporting criteria for state agencies,
  • ]Review draft accounting and reporting pronouncements that impact reporting requirements.

Desirable Qualifications:

  • Bachelor’s Degree in Accounting
  • Ability to multi-task and willingness to learn new tasks.
  • Ability to communicate effectively.
  • Familiarity with Microsoft Office Suite applications, such as Outlook, Word, Excel, Access, and PowerPoint.
  • Initiative, tact, and diplomacy.
  • Exceptional work ethic.
