Scope of Position:
Under the general direction of the Business Services Office Manager (Staff Services Manager II), the incumbent is responsible for work within the department’s Facilities Unit.  The incumbent will act as a highly skilled and independent consultant as the lead of facilities projects. They will be responsible for coordinating workload of State Controller’s Office (SCO) technical subject matter experts, all divisions, lessor contractors and construction crews, and the Department of General Services (DGS).

Duties and Responsibilities:

Manage complex facility projects delegated to the State Controller’s Office (SCO) by the Department of General Services (DGS), Division of Real Estate Services (RESD).  Ensure facility support services are within SCO’s budgetary constraints and projections. Prepare various analysis to ensure program needs are met and to determine whether charges are reasonable.  Provide information needed for facility lease negotiations, review project construction plans for compliance.  Provide analysis for the most complex facility relocations.

Oversee all phases of design and construction from development of proposals to post construction inspections. Collaborate with executive management and departmental staff on facilities relocations, office space redesign, and construction projects to meet the organization’s long-term operational and customer service goals.

Due to the confidential nature of SCO work and documents, vendor escort is expected and required in SCO leased spaces in Northern and Southern California. Travel to and from SCO offices as required, which may include working outside of regular business hours in order to meet business needs. Validate work performed by vendors meets project scope.

Coordinate the activities of vendors in the facility specialty trades of physical security, data communications, interior design, physical moves, fire/life/safety and the ADA. 
Provide oversight, technical support, and policy recommendations in matters related to lease management, space utilization, project cost estimates, ergonomics, and compliance with requirements such as the ADA, Title 24 and Uniform Building Codes.  

Monitor and advise BSO Manager of current issues, technological changes, future trends and business cycles that affect operating environments, personnel, budget, and function of the State Controller’s Office specifically focused on active projects. Meet demanding workload involving multiple projects with critical deadlines, and keep the Business Services Manager informed of project status in the form of weekly written reports.  

Utilize AutoCAD, Word, Excel, Access, Outlook and Teams to collaborate and assist with facility and administrative tasks as required. 

Desirable Qualifications:

Knowledge of:  Principles and practices of governmental facilities management for State of California owned or leased facilities. Including but not limited to: administration, purposes, functions, industry methods, standard applications and practical solutions in compliance with Department of General Services rules and regulations; business management and operational procedures involving telecommunications, space planning, building alterations, and repairs in compliance with ADA (Americans with Disabilities Act) laws and rules.  Proficient in MS Office Suite.

Ability to:  Use MS Word, Excel, Outlook, and AutoCAD to develop and analyze facilities floor plans, mission objectives, and project timelines; and effectively solve difficult facilities-related issues.  Conduct research, write reports, and possess an attention for detail. Apply interpersonal and communication techniques to gain and maintain the respect and cooperation of others; speak and write effectively; analyze situations accurately and develop an effective course of action.
