About the Project
The original systems that make up the Uniform State Payroll System (USPS) were built in the late 1970’s. Departments entered on a flow basis, and most state agencies and CSU campuses began making personnel and payroll changes, adjustments, and corrections within USPS. The existing system pre-dates the start of collective bargaining in California, which meant the base design required changes to accommodate the complexities that have developed over the past four and a half decades.
In the 90's, it was recognized that the legacy systems needed to be modernized. With recent advancements in technology, CSPS can now take advantage of cloud-based service offerings to upgrade the outdated payroll system. The CSPS Project began in 2016 with a renewed focus on requirements, enhanced functionality, and user-friendly design.
