Lump Sum Separations: Redeposits, Submitting PAR Package Documentation, and Dates

Action Required: Share the following information with all human resources (HR) office employees.

Description: To help ensure that lump sum separation Personnel Action Request (PAR) packages are accurately processed and meet the state-mandated timelines, here are some reminders:

  • Redeposits: If a redeposit is needed, you must contact the State Controller Office (SCO) for instructions prior to:
    • Requesting a redeposit;
    • Returning a live warrant;
    • Resubmitting the PAR for keying.

SCO will not automatically rekey PARs, pay, or contributions where warrants have been redeposited. Please contact the SCCC at (916) 372-7200.

  • Only resubmit a PAR when:
    • You are instructed by SCO in the Custom Message of a Post-Audit Ding Notice; or
    • You are instructed by a staff member at SCO.
    • If you are unsure, please contact the SCCC for assistance.
  • When receiving a Post-Audit Ding Notice:
    • Always follow the instructions in the Custom Message. The Custom Message is located toward the bottom of the Post-Audit Ding Notice.
  • Submitting PAR Packages: Use ConnectHR to submit your lump sum PAR packages.
    • Lump sum PAR package PDFs should be in the following order:
      • Coversheet for a Lump Sum PAR Package (required)
      • PAR (required)
      • Lump Sum Separation Pay Contribution Election Form signed and dated (required)
      • 457(b) Traditional Catch-Up Approval Letter (if applicable)
    • After logging in to ConnectHR:
      • In the dropdown menu, select CS Audits - Separation PAR Package (Lump Sum).
      • Upload one PAR package per SSN per tax year – do not combine PAR packages or tax years in an upload.
      • Verify the contents of your PAR package prior to uploading it.
  • Important Date
    • For employees with a December 2022 separation effective date:
      • For 2nd tax-year PARs, the PAR must be received at SCO no later than 1/13/23.
      • For one tax-year PARs and the employee is deferring only to the 2023 tax year, the PAR must be received at SCO no later than 1/13/23.
  • Communication from SCO: Please check your departmental universal email and individual email accounts often, as the processing of lump sum separations is a time-sensitive workload.
