Important Tips for Processing Lump Sum Separations

Action Required by Department: Share the following information with all departmental human resources office employees. 

Description: Here are some important tips to help ensure that Lump Sum Separation Payroll Action Request (PAR) packages are accurately processed and meet the state-mandated timelines.  

Toolkit: Use the Lump Sum Separation Tool Kit to help determine lump sum amounts, meet important deadlines, and avoid common errors.

Only Item 606 was keyed by SCO on a submitted PAR: Item 606 was keyed to prevent an overpayment of regular pay issuing for Master Cut-off. A corrected PAR will then be keyed by SCO to reflect the Lump Sum Separation time due the employee. No additional action is required by departments unless instructed by the Statewide Civil Service Audits Program. The Lump Sum Separation time will be keyed according to the received date.

Please refrain from sending duplicate or inquiry PARs. If you do not receive an email within three to four business days confirming receipt by SCO, call the Statewide Customer Contact Center (SCCC) to inquire. When prompted: Select Statewide Civil Service Program then select Civil Service Audits.

Two Tax Years: For employees deferring into two tax years, be sure to clearly indicate on the PAR whether it is a “1st year PAR” or “2nd year PAR”.

Labor Codes: Lump Sum Separation PARs are processed by SCO to meet the employee’s expectations while also meeting the timelines set forth in Labor Codes 201 and 202.

What to Submit to SCO: In each PAR package (i.e., 1st and 2nd tax year PAR packages) that you submit to SCO, include the following:

Copy of the signed and dated Lump Sum Separation Pay Contribution Election Form

Copy of the Catch-Up Approval Letter (if appropriate),

Completed Cover Sheet (see A Guide for Avoiding Common Errors: Lump Sum Documentation and Processing).

How to Submit to SCO: Submit your PAR packages using your agency’s encrypted email protocol to the following mailbox only (and do not cc others): PPSDTempOps@sco.ca.gov

Enter “Lump Sum Separation PAR” in the subject line.
