2020 Employee Action Request (EAR) Std. 686 Form and Federal Withholdings Toolkit
Action Required by Department: Share the following information with all human resources office employees.
Description: Due to the 2017 Tax Cut and Jobs Act, the method for determining Federal Tax Withholding and completing the W-4 Employee’s Withholding Certificate has changed. As a result, effective December 1, 2020, all Employee Action Requests EAR forms must be completed using the 12/2020 revision date. The State Controller’s Office has developed a toolkit to provide important Internal Revenue Service (IRS) references for employees completing the W-4 Employee’s Withholding Certificate and EAR form, as well as a guide to assist agencies with the keying process.

System Availability December 24 and 31, 2020
Action Required by Department: Share the following information with all human resources office employees.
Description: On December 24, 2020, access to SCOPROD (PIMS, CSUC, POIS/HIST, PIP, MPC, ACAS, TAXI, PERS, CSP, BRS, HRM, IDLS, LRS, TIM and LAS) will be suspended at 1:00 P.M. All entries to be processed this day, for the payroll cycle issue dated December 28, 2020, must be keyed and closed before 1:00 P.M. Additionally, on December 31, 2020 access to SCOPROD will again be suspended at 1:00 P.M. All entries processed by 1:00 P.M. will be taken into the next available payroll cycle issue dated January 05, 2021.
