July 2025 Payments with Incorrect Other Post-Employment Benefits Deductions
Action Required: Share the following information with all human resources (HR) office employees.
Description: Please see the information below regarding the July 2025 Payments with incorrect Other Post-Employment Benefits (OPEB) Deductions.
- The State Controller’s Office (SCO) is aware that some payments for the July pay period had zero OPEB contributions when OPEB should have still been active.
- Payments with issue dates of August 4, August 5, or August 6 may have incorrect OPEB deductions.
- This will impact employees in Bargaining Units with a July 31 (the first day of the August pay period) OPEB suspension.
- The State Controller’s Office has made system updates so that payroll with an issue date of August 7 or later is issued with correct OPEB deductions.
- Departmental action is required.
- Due to the variety of scenarios, SCO is unable to provide an automated solution.
- Departments may redeposit or return warrants and reissue payment.
- Departments may establish an Accounts Receivable for the July 2025 OPEB contribution.
