Scope of Position:

Under general direction of the Financial Accountant III, the appointee works as a team member in BFST representing the State Accounting and Reporting Division (SARD) for purposes of implementing its statutory control agency functions within the Financial Information System for California (FI$Cal).  The incumbent actively participates in numerous Project activities with the State Controller’s Office FI$Cal Functional Service Office team members, Project staff, Partner Agencies and state departments.  In addition, the incumbent acts as a liaison between SARD home staff and FI$Cal, communicating Project status, identifying risks and issues, reviewing decision and design documents, develop and providing training, and completing Project tasks.

The Financial Accountant II serves as a technical and Subject Matter Expert (SME) in BFST utilizing a full knowledge of: 

  • Generally Accepted Accounting Principles (GAAP)
  • Governmental Accounting Standards Board (GASB) rules and guidelines;
  • Accounting principles and practices
  • Banking and investment transactions and records
  • Actuarial evaluations for OPEB (Other Post Employee Benefits) and Employee   benefits for inclusion in FI$Cal     
  • Federal rules and regulations
  • Governmental Finance Officers’ Association (GFOA) subjects
  • Budgetary/Legal Basis budgeting, accounting, and reporting requirements as prescribed by California government code and the Governor’s budget 
  • Fiscal accounting rules and regulations contained in the State Administrative Manual and Uniform Codes Manual
  • FI$Cal Chart of Accounts
  • Procedures prescribed by the State Controller’s Office (SCO)

Duties and Responsibilities:
(Candidates must perform the following functions with or without reasonable accommodations.)

  • Perform the most complex and unique Project activities related to the implementation of State Accounting and Reporting Division’s (SARD) statewide financial control agency functions in FI$Cal. 
  • Perform highly complex analysis and research to determine appropriate action, develop alternative solutions, provide support for recommendations, implement solutions, write issue papers, and compile reports. 
  • Plan, organize, and direct the most complex work of professional financial accounting staff. 
  • Analyze, design, develop and test financial systems and components using configurations, conversions, interfaces, extensions, forms, queries, reconciliations and reports for critically sensitive and complex financial transactions. 
  • Prepare and facilitate meetings and discussions regarding changes to departmental and statewide control agency business processes. 
  • Collaborate on the Chart of Accounts to ensure that account structures will facilitate the cash, modified accrual, and full accrual bases of accounting requirements. 
  • Analyze existing and proposed accounting and reporting standards and policies to assess opportunities for process reengineering while ensuring system integrity. 
  • Develop test scripts, scenarios, and conditions to ensure system and process integrity. 
  • Receive and provide professional education and technical training to keep apprised of financial rules and regulations, accounting systems, processes, and procedures. 
  • Direct the development of programs and materials to provide formal and hands-on training and support to develop superior and subordinate staff as future trainers. 
  • Collaborate with SARD and other Division managers to evaluate program changes and troubleshoot operational problems that occur in the state’s current legacy system and the Fi$Cal reporting system. 
  • Identify and evaluate internal controls and business processes to provide risk assessments, quality assurance, and mitigation strategies.

Desirable Qualifications:

  • The Financial Accountant II should have Knowledge of accounting principles and practices.
  • Tax Accounting:  Knowledge of Internal Revenue Service (IRS) and Franchise Tax Board (FTB) tax regulations and policies.
  • Ability to apply Generally Accepted Accounting Principles (GAAP); governmental budgetary principles
  • Knowledge of the functions of financial systems and information technology.
  • Mathematical and analytical reasoning.
  • Ability to use technology in job performance.
  • Ability to communicate effectively.
  • Ability to multi-task and willingness to learn new tasks.
  • Familiarity with Microsoft Office Suite applications, such as Outlook, Word, Excel, Access, and PowerPoint.
