Scope of Position:

Under the general direction of an Information Technology Supervisor II, the incumbent acts as a project leader, independently performing the most complex activities in support of multiple complex payroll and personnel information technology systems and projects.  The incumbent will provide an advanced level of knowledge in systems analysis, reporting/query development and Software Development Life Cycle (SDLC) processes.  The incumbent is responsible for the analysis, design, coding, testing, documentation, and implementation of highly complex reports and queries for electronic information processing.  The incumbent must possess a thorough understanding and knowledge of the Personnel and Payroll Support Division automated data processing environment, business processes and data elements.  As a subject matter expert for the most complex projects and initiatives using SQL, the incumbent’s duties include but are not limited to the following:

Duties and Responsibilities:
(Candidates must perform the following functions with or without reasonable accommodations.)

  • Design, write and execute SQL queries to produce the most complex statistical reports and/or processes.  Develop test plans, coordinate the implementation of recurring SQL queries with the Production Operations and Database Management staff. Provide ongoing maintenance related activities to support complex reports and/or processes.   
  • Provide ongoing program maintenance support due to changes in requirements and/or business needs.
  • Serve as liaison to internal and external customers and respond to data and report requests from management, departments, control agencies, legislature, federal government, media, and private entities. Ensure the continuity of business services provided by the PPSS3 unit through the role as a subject matter expert on SQL, business knowledge and legacy system data retrieval. Consult with the CSPS project team in preparation and support of the transition to the new Human Resource Management System.
  • Monitor progress and provide management with status on projects and key assignments related to the implementation of the new Human Resources Management System. Make technical presentations to management and conduct program related meetings.

Desired Qualifications:

  • Experience analyzing requirements and identifying gaps in business requirements
  • Experience and ability to write and execute SQL queries to identify specific data conditions
  • Experience with analyzing, creating, and maintaining complex SQL queries
  • Knowledge, skill, and experience developing stored procedures
  • Knowledge, skill, and experience developing reports using SQL Reporting Services and Business Intelligence tools
  • Experience in demonstrating the ability to reason logically, identify problems, draw valid conclusions, and develop effective solutions
  • Ability to effectively self-manage time; handling multiple project priorities and workloads concurrently
  • Ability to adapt to changing assignments and priorities and work effectively under pressure to meet deadlines
  • Ability to exercise a high degree of initiative and independence
