Scope of Position:

Under general direction provided by the Customer Support Manager, a Staff Services Manager II, the incumbent serves as the Manager of the Statewide Training Unit, which is responsible for development and delivery of training for the statewide human resources staff, in support of the division’s personnel and payroll systems. The position works in the Customer Support Section, focusing on instructional design and adult learning using a full range of instructor-led and web-based training methods, while ensuring the highest level of customer satisfaction possible.

Duties and Responsibilities:
(Candidates must perform the following functions with or without reasonable accommodations.)

  • Manage staff responsible for development/revision and delivery of eLearning (online training lessons and modules) for statewide training of personnel, payroll, disability, and related human resources subjects. Plan, organize, and assign projects to staff to integrate new training developments, improve access to training, and use available technology tools; monitor and evaluate progress of each project, and adjust project plans accordingly. Maintain and improve training and related web pages.
  • Manage staff responsible for development/revision and delivery of internal training in a variety of job-related and job-required subjects (such as soft skills, analytical skills, use of software tools). Plan and assign courses to staff; monitor and evaluate training analysts and curriculum, and recommend improvements in training.
  • Manage staff responsible for maintaining and updating of registration management systems and databases, eLearning delivery tools, and online training evaluations. Ensure continuity of customer access to eLearning modules and job aids.
  • Identify statewide training problems, potential impacts and suggested solutions. Develop and revise policies related to training quality and access and improving customer service. Develop metrics to ensure training resources are assigned appropriately to meet statewide customer needs; prepare budget change proposals as needed to address resource deficits.
  • Manage staff responsible for maintaining and updating personnel/payroll manuals and procedures. Ensure information is current, accurate, and posted as soon as needed.
  • Select, train, develop and evaluate the performance of staff and take appropriate action.
  • Act as a liaison with State departments and campuses and other control agencies on training-related issues. Represent SCO at user group meetings and other conferences.
