Controller Malia M. Cohen Issues Statement on Critical
Milestone for the California State Payroll System (CSPS) Project

SACRAMENTO — Today, State Controller Malia M. Cohen announced a significant milestone in the California State Payroll System (CSPS) project: the approval of the fourth and final stage of the Project Approval Lifecycle (PAL), the framework used by the California Department of Technology (CDT) to evaluate and approve large IT projects.

“I am incredibly proud to share that after extensive brainstorming sessions, rigorous requirements gathering, and thorough procurement evaluations, PAL Stage 4 has been approved,” said Controller Cohen. “The project is now undergoing a 45-day review period with the Joint Legislative Budget Committee for final approval.”

“Once the review period concludes, the California Department of Technology, which is leading this procurement effort, will notify the selected vendor and publish a written notice of intent to award the contract. This milestone brings us one step closer to modernizing California’s payroll system.”

“I want to congratulate the CSPS project team, under the leadership of Jennifer Burkett, for this remarkable achievement,” Cohen added.

As the chief fiscal officer of California, Controller Cohen independently oversees and manages California’s financial resources with integrity and transparency to build trust. The Controller is responsible for accountability and disbursement of the state’s financial resources. The Controller has independent auditing authority over government agencies that spend state funds. She is a member of numerous financing authorities, and fiscal and financial oversight entities including the Franchise Tax Board.
