Controller Cohen Issues May Cash Report

SACRAMENTO — State Controller Malia M. Cohen released her monthly cash report covering the state’s General Fund revenues, disbursements and actual cash balance for the fiscal year through May 31, 2024. The state ended May with $102.2 billion in unused borrowable resources, while the fiscal year-to-date receipts exceeded estimates contained in the Governor’s 2024-25 May Revision.
“California’s strong borrowable resources – including the rainy day reserves that the Legislature and Governor have prudently built up and preserved – continue to serve as a significant line of defense against an economic downturn and ensure cash is available to meet the state’s financial obligations,” said Controller Cohen.
Fiscal year-to-date receipts through May were $184.2 billion, nearly $2.4 billion above May Revision estimates, or 1.3 percent. Disbursements of $199.4 billion for the fiscal year were nearly $1.1 billion, or 0.5 percent, more than May Revision projections.
As the chief fiscal officer of California, Controller Cohen is responsible for accountability and disbursement of the state’s financial resources. The Controller has independent auditing authority over government agencies that spend state funds. She is a member of numerous financing authorities, and fiscal and financial oversight entities including the Franchise Tax Board.
