Scope of Position:
Under the general direction of the Business Services Office Manager (Staff Services Manager II), with direct supervision provided by Business Services Office Supervisor (Staff Services Manager I), the incumbent independently performs a variety of complex tasks with various projects related to facilities management and business services operations. Assignments may include facilities repair and maintenance or space alteration project management, space design, asset management, and contracting. Responsible primarily for facilities support services provided to State Controller's Office's (SCO). The incumbent will work independently and collaboratively in a lead capacity in a team environment.

Duties and Responsibilities:
(Candidates must perform the following functions with or without reasonable accommodations.)

  • Coordinate efforts of other divisions, as well as other departmental representatives, such as the Department of General Services to acquire desired project goals. Provide expertise in current industry trends, standards, and regulations for maintaining a safe and accessible work environment for employees. Prepare specifications for building alterations, repairs, and maintenance that are inclusive to varied disciplines such as physical security, audio-visual, and data/voice telecommunications. Develop vendor bid packages for electrical and telecommunication cabling, and coordinate installation. Review work for compliance; meet with contractors/vendors on--site to monitor work; prepare status reports for supervision and management. Oversee project budget; and provide post project cost evaluation reports to management. Function in the capacity of the Business Services Office's (BSO) Asset Management Controller for all SCO Divisions. Independently oversee varied facilities maintenance projects and ensure the delivery of related services. Develop alternative modular furniture floor plans and office space designs using AutoCAD and provide cost estimates for each design alternative. Incorporate ADA requirements into all floor plan designs to ensure compliance. Conduct office moves and manage modular furniture installations. Coordinate and monitor project schedules to ensure projects are on target for completion as scheduled. Travel to and from vendor facilities and SCO offices as required.
  • Function in the capacity of the Business Services Office's (BSO) facilities coordinator to independently oversee varied facilities maintenance projects and the delivery of related services. Monitor facilities invoices for accuracy. Maintain positive professional relationships with building lessors, representatives from Department of General Services, BSO management, and division representatives.
  • Monitor BSOMAIN Outlook mailbox and respond to requests for building services (maintenance and repairs) agency-wide via division representatives. Accept, report, track, and bring to resolution requests for building services. Participate in the Department's Annual Health and Safety inspections.
  • Procure products and services via state lease or the State contracting processes.

Desirable Qualifications:
Knowledge of: Principles and practices of governmental facilities management for State of California owned or leased facilities. Including but not limited to: administration purposes, functions, industry methods, standard applications and practical solutions in compliance with Department of General Services rules and regulations; business management and operational procedures involving telecommunications, space planning, building alterations, and repairs in compliance with ADA (Americans with Disabilities Act) laws and rules. Proficient in MS Office Suite.

Ability to: Use AutoCAD, MS Word, Excel, Access, and Outlook to develop and analyze facilities floor plans, mission objectives, and project timelines; and effectively solve difficult facilities-related issues. Conduct research, write reports, and possess attention to detail. Apply interpersonal and communication techniques to gain and maintain the respect and cooperation of others; speak and write effectively; analyze situations accurately and develop an effective course of action.
