Statement of Qualifications:
The required Statement of Qualifications (SOQ) is separate from the application and resume and is a narrative discussion of how each candidate’s education, training, experience and skills meet the qualifications to perform the functions as outlined in the Duty Statement.  The SOQ serves as documentation of each candidate’s ability to present information clearly and concisely.  The SOQ should say Statement of Qualifications at the top, be typed, in a minimum of 12-point font, single spaced, on standard size 8.5” x 11” paper and be no more than two pages in length.

TRAINING AND DEVELOPMENT ASSIGNMENTS WILL BE CONSIDERED

Scope of Position:
Under the direction of the SCO Release Team Lead (IT Manager I), the Business Analyst (IT Specialist I) is responsible for complex tasks associated with identifying and detailing requirements for the design and build of Financial Reporting functionality in the FI$Cal system. The IT Specialist I effectively works with SCO FI$Cal stakeholders to validate functionality, define business processes and assist with complex Functional and User Acceptance Testing during the release phases.

The IT Specialist I has some knowledge of accounting practices and may provide support to both the SCO Production Team and the FI$Cal Service Center to identify, address or resolve production issues within the FI$Cal system. The IT Specialist I uses strong analytical and information gathering skills to troubleshoot complex system issues, develop and research solutions and present easily understood explanations to Business Team members and SCO/FI$Cal Management. 

The incumbent will exercise a high degree of initiative, independence of action and originality; demonstrate tact and exercise sound judgment that recognizes the best interests of the State, SCO, and FI$Cal; communicate effectively; develop and maintain effective and cooperative working relationships; and easily adapt to changing priorities in the performance of their specific duties. The duties of this position are focused in the Software Engineering domain, however, work may be assigned in other domains as appropriate.

Duties and Responsibilities:
(Candidates must perform the following functions with or without reasonable accommodations.)

  • Responsible for detailing Product Owner requirements, refine User Stories, document acceptance criteria and break use cases to User Stories and define business rules and scenarios.
  • Participate in transitioning the User Stories to the technical team and assist in the understanding of the requirements. Translate User Stories into standard functional design documents.
  • Perform quality reviews and reviews of the designs, prototypes and other work products to validate that they fulfill the requirements as expressed in User Stories. Conduct the more complex analyses of future design enhancement requests to the business process requirements of the FI$Cal system.
  • Identify project risks or issues and advise management of these in a timely manner and provide implementation proposals for consideration.
  • Gather and document test scenarios, create test plans and test scripts and work to identify staging data needs. Prepare and conduct functional, integration and Quality Assurance testing to ensure Reports, Interfaces, Conversions, Enhancements and Forms (RICEF) items meet functional and technical design requirements.
  • During testing, validate configuration workbooks to ensure the system correctly handles business transactions and conditions. Execute the more complex and technical test scripts (manually or using automated testing tools) and document the results by creating test logs, documenting defects, logging testing issues and coordinating reviews with the stakeholders.
  • Collaborate with SCO Stakeholders and SCO FI$Cal Training staff to design business process documentation that includes, but is not limited to, elements such as process flows, exceptions, entry and exit criteria, business rules and Visio swim lane diagrams.
  • Participate in business process redesign sessions with SCO Stakeholders and FI$Cal Team members, working to develop Financial Reporting (FI) processes and procedures. Work collaboratively with SCO home staff to maintain and update as necessary SCO business requirements within the FI$Cal system.
  • Provide Level 2 (L2) support as Releases go to Production.  L2 provides functional support and working knowledge of data processing concepts, practices and methods to departmental and SCO end users regarding FI$Cal system incidents and service requests in the FSC.
  • Analyze and resolve ServiceNow tickets for departments, Partners and SCO stakeholders. Effectively use Microsoft Office – Teams, Excel, Word, and Outlook.
  • Travel between locations to meet with various SCO and other stakeholder groups as required.

Desirable Qualifications:

  • FI$Cal system or PeopleSoft experience
  • Experience with Oracle Business Intelligence Enterprise Edition (OBIEE) or Power Business Intelligence
  • Experience with data extraction from Structured Query Language (SQL) databases
  • Financial Reporting experience
  • State accounting experience
  • Strong analytical skills and ability to take initiative
  • Knowledge and experience of technical projects
