  • There will not be a fourth quarter FY 2019-20 Education Protection Account (EPA) payment for Community Colleges as the amount transferred to the EPA in FY 2019-20 exceeded the estimated revenue available for transfer for the year. Article XIII Section 36 of the California Constitution requires the Department of Finance (DOF) to estimate the amount to be transferred to the EPA annually. In the last quarter of the fiscal year, DOF calculates an adjustment to the EPA transfer and determines the difference between the recalculated amounts and the amounts previously transferred to the EPA. As the adjustment this year resulted in a negative amount, there will not be a fourth quarter EPA payment and the FY 2020-21 quarterly transfers are to be reduced until the total reduction equals the negative amount.
