April 2023 California Personal Income Tax Daily Revenue Tracker

April 15 is the normal annual personal income tax (PIT) payment deadline. For 2023, April 18 is the deadline as April 15 is a Saturday. However, the Franchise Tax Board extended the deadline in conformity with the Internal Revenue Service in response to the 2022-23 winter storms.   Therefore, individuals and businesses in counties impacted by 2022-23 winter storms qualify for an extension to file and pay taxes until October 16, 2023.

Last fiscal year, PIT totaling $143.62 billion, accounted for 62.34 percent of all state General Fund revenues. Of those receipts, 17.79 percent arrived during the month of April. 

General Fund PIT receipts for the current fiscal year (FY 2022-23) totaled $72.19 billion through March 31, which was $3.47 billion, or 4.59 percent, lower than anticipated in Governor Gavin Newsom’s FY 2023-24 budget proposal released in January.

The FY 2023-24 proposed budget estimated April 2023 PIT collections to total $11.29 billion. PIT receipts expected in April represent 5.44 percent of total General Fund revenues of $207.34 billion anticipated for the entire 2022-23 fiscal year.  However, these estimates have not been adjusted for the income tax filing extension that was announced on March 2, 2023.   

The chart below compares the running actual total to the estimate of April PIT receipts. The total consists of PIT receipts minus refunds.
