California’s Unclaimed Property System Upgrade: What You Need to Know

  1. What is happening?

    The Unclaimed Property Division (UPD) of the California State Controller’s Office (SCO) is upgrading its system to better serve the public. On September 3, 2025, California will adopt the Kelmar Abandoned Property System (KAPS), the industry leading system for unclaimed property management. This transition will allow the SCO to more efficiently and quickly reunite Californians with their unclaimed property.

  2. When is it happening?

    The UPD website will be unavailable from 5 p.m. on August 20, 2025, until noon on September 3, 2025, while we transition our system.

  3. How will this impact my claim(s)?

    During this transition, from July 21, 2025, to September 3, 2025, claims will be received but not evaluated or show a status in our system. We expect our new system will show an updated status within one month of our September 3, 2025, implementation date.

    If you submitted your package claim between July 21st and September 3rd, please visit ClaimInt.ca.gov after October 3rd to check the status of your claim. We truly appreciate your patience as we work to improve our system to reduce processing times.

  4. Why is California transitioning its unclaimed property system?

    There are many benefits associated with the new unclaimed property system.

    • California’s unclaimed property system is moving from a paper-based workflow to a digital workflow. This will lead to more efficient processing of reports and claims, improved processing times, and increased data security. In addition, this change will provide environmental benefits by significantly reducing paper usage and paper storage.
    • Filing claims will be much easier in the new system, as claimants will upload their documents directly anywhere and anytime using their mobile device or computer. Claimants can also return to the website to check the status of their claims online, anytime.
    • Submitting reports will be much easier for holders (businesses) in the new system. Holders will submit reports directly online and get instant verification of their report submission.
  5. Can I contact someone while the website is down?

    In order to transition to the new system, staff will not have access to the current system while the website is down and will be unavailable to return calls or emails from 5 p.m. on August 20, 2025, until noon on September 3, 2025. We appreciate your patience as we work to make our system better for you.
